Since time on earth began it didn't have any laws in the very beginning. But when there were people educated enough laws were written and still written by people. Some had to be changed or removed for better laws to benefit humanity. However there is no way humanity can change the original written by God above and beyond the earth so above the universe in God's kingdom.
